4C System

From the introduction: 4C is a RPG toolkit rather than complete game system; it provides a foundation for you to build upon. As presented, 4C is speciically for superhero roleplaying though it could be adapted to other genres with a bit more work. User summary: This is the core rules book for the 4C system. It includes a book of rules and the required master chart. The system appears to be an open reimplementation of the FASERIP system used by Marvel Superheroes.
