Action Cards typically represent strategies, tactics, defenses, or events. They are played when appropriate and then discarded. Modifier Cards are bonuses that must be attached to a specific unit. The object of the game is to reduce your opponents to zero Power Points. Each player starts with twenty-five Power Points.
