User summary: Universe 13 is the setting for the Lucky 13 game system. Like the game, the setting is very minimalist. It is provided with several HTML links and a somewhat difficult to use "search" function that will find words in otherwise-inaccessible pages. The setting is comprised of about a dozen or so major planets, only half of which are well defined. Coverage of locales is uneven. Several organizations and locales are discussed.
