He is desperately in love with a lowly Raamin Templar woman, Cindalia. And the Charm spell that has been used on him doesn't allow him much choice. So, poor Surbal wants to impress the lithe and striking Cindalia. He sends her as a gift the Blossomed Heart, a crystalline flower of exquisite beauty with a blood-red ruby embedded in its heart, symbolizing his own captured heart. It is enclosed in a marble container with an intricate metal lock. In the box with the flower, there is also a love letter. The jewel actually belongs to the mighty Lion King, but the templar has managed to incriminate the elves of the Sun Runners tribe for its theft. Surbal has employed House Stel to transport the gift to Raam and deliver it to his beloved.
