It is designed for 1st-level characters who do not know each other and just happen to be in the right place at the right time - or, perhaps, the wrong place at the wrong time. The adventure springs from the dragons’ return as detailed in Arcana Evolved and includes new concepts introduced in that book, including the ritual warrior and the dracha race.
