From the introduction: The premise of this setting is based on this one sentence: A curse cast on a city by the village because of a tragedy committed by perpetrators from the city. The players are not there to necessarily lift the curse, for the curse is cast by higher and older powers. The PCs are there to experience the dread in this little setting and the misery the perpetrators live in. If you feel like there should be a remedy for the curse you are welcome to devise such remedy.
