From the introduction: Welcome to TAPUS, the Tactical Action Point Universal System. TAPUS is a small universal role playing system that provides a variety of options and tactics using a small amount of rules. While the style of play is determined by the players and GM, the TAPUS system allows for both Hack N' Slash games as well as more cinematic game play. TAPUS also scales the world to your character's level and focuses more on your choices than increasing weapon damages.
