User summary: Characters, whether hero or villain, have three Attributes: Body, Action, and Mind. Characters have points distributed from a pool to provide numeric values to the Attributes, from 1-4. The values correspond to a dice pool for that Attribute. Characters also have Powers - usually a primary, a secondary, and a tertiary power, associated with each Attribute. Action resolution uses opposed dice pool rolls. While the game utilizes two game masters and divides the players into opposing groups (heroes vs. villains), the rules do not much describe the methods used during play for such a setup. Also, the game rules could simply be used in a more traditional, standard way.
