From the introduction: This game is designed for three or more players, one of which must be the Handler. The players, except the Handler, play the role of blacklisted spies and their contacts. The Handler plays the role of the Opposition - the bad guys of each episode, and the Agency - the mysterious group that had the spies blacklisted. The Handler is also the arbiter of any disagreements between players.
