While the great purge known as the Terror happens all around them, several "agents" of the state must investigate a strange murder in the frozen rail yards of Moscow. Originally written for the Cthulhu Masters Tournament, Shadows of Moscow comes supplied with six pre-generated characters for this cruel and mind bending scenario.
