The game title "sei ki hei kuu" is Japanese pronunciation of "旌旗蔽空" (Mandarin Chinese pronunciation is "jÄ«ng qí bì kōng"). This phrase means "many (military) flags obscure the sky". The turn order of player's operation phase and common administration phase is decided at random. Leaders ability influences diplomacy and military operations greatly.
