Sea Devil (ICONS)

From publisher blurb: Most of the time, evil goes unchecked. Thugs and criminals do what they want and no one steps up to make them pay. That was until a warlord in a third world country tried to dump Peiter's body into the river. What came back to exact a terrible revenge wasn't a mild mannered researcher. It was the Sea Devil.
