From the introduction: Welcome to future Detroit. Here, it is ridden with crime even more so than normal Detroit. Here the cops are dying left and right and receive so little support that talks of strike are spreading. Things got so bad that when the city went bankrupt, it was bought by a Megacorporation O.C.P. which wants to build a new city in Detroit's place.
