The radiation spread across Arcadia City and affected over seven thousand people. Of those afflicted, one in ten developed mutations giving them powers—albeit powers without conscious control. These people, referred to as the Damaged, became superhuman. The more they used their powers, the more powerful they became, but the greater the genetic damage they suffered.
