From the introduction: Powergame was originally designed to be the definitive superhero roleplaying game for munchkins and powergamers. I never imagined that someone might want to use it for more or less serious campaigns. However, having witnessed such a miracle more than once, I gave the idea some thought. To my surprise I found out that there was indeed a decent system buried under the silliness. If there really are people who want to put Powergame into serious use, they deserve all the help I can give.
