Powergame (3rd Edition)

From the introduction: This is the ultimate game for munchkin players and power-hungry GMs. ... The character creation rules are the biggest improvement in this edition. They now allow you to create "super normals", heroes without supernatural powers, and those munchkin-friendly "generic" characters (remember Hyperman?). However, to balance this, "generics" are now somewhat less powerful.
