Nucleus Roleplay System (Version 4)

From the introduction: The Nucleus system has been designed to be a generic ruleset for any table top roleplay game or environment. Although it could be used on its own it has been designed to be supplemented by Add-ons that define a specific game world. What it gives you is a common framework in which all these game worlds can be played.
