From publisher blurb: Necromantic feats are gained and used in the same way as those in the Player’s Handbook. They differ only in that their power comes from the character’s control of negative energy rather than from some innate ability of the character himself, and that there are possible (even probable) side effects to contend with. Only wizards specializing in necromancy (or one of a necromancer core or prestige class) may choose to take a necromantic feat rather than one listed in the Player’s Handbook and then only if they meet the listed prerequisites of each feat.
