"Each player controls a militia group in a region undergoing civil war. Victory: Reduce your opponent to zero population tokens. Each player starts the game with 20 population tokens. (Members of their own ethnic group)" The game uses a custom deck of card composed of three card types: Leaders, Units, and Events. The Unit cards are used to attack and defend, but Leaders are required for Units to be used for offensive purposes.
