He decides to swear allegiance to the Mightiest of them all, the great red dragon. But, he knows he can't just go alone. The great red dragon wouldn't even bat an eye at a single Kobold seeking to join his ranks. The plan calls for a much larger number of Kobolds to show up and wear their allegiance. He isn't sure, but he thinks 30 sounds like a pretty large number. So, the plan, to reiterate, is to recruit 30 Kobolds to join the cause and follow the great red dragon, then, make fun of all the ones that have made fun of us because we'll have the protection of the great red dragon!
