From the introduction: The players will help to define the antagonists, then will follow the antagonists' trail. This structure may seem boring, but the players do not completely define the antagonist. Instead, in good cinematic fashion, the game allows us to occasionally cut to the villains' lair, where we see them cackling and planning. We don't know exactly what the antagonists have done or will do, but we have an inkling of what we're up against.
