From the introduction: This supplement has been designed to attempt to fully bridge the gap from non-haunted to precise haunts to having full-fledged ghosts and other undead in the area by including residual haunting. Beside bridging the gap, there are several new spells, a new feat and a preview of the Ritualist class for an upcoming supplement.
