Gang Guide #02: The Nicotines

From publisher blurb: The NICOTINES have a long-standing reputation among super-powered criminals as one of the most reliable and reasonably priced groups of henchmen in world. Despite a lengthy history and having more than a few gimmicks up their sleeves these days, they are still basically just that same lovable bunch of young street punks with a chip on their shoulder. "GANG GUIDE #02: The NICOTINES" contains a briefing from Vigil (the paranormal head of the U.S. Department of Superhero Affairs), tables of character stats for the Nicotines in V&V® 2.1 and 3.0/MIGHTY PROTECTORS®, background, personality traits, and tactics!
