From the front of the book: Deepwater Rising is an adventure designed for five 16th-level player characters (PCs), and is part of the D&D Delve Night kit. The adventure takes place in Paliisas, the capital city of the coastal kingdom of Newabarr. A group of kuo-toa is preparing to open a long-sealed portal connecting their underground sea home to the sewers of Paliisas above.
