It's not easy because they will move this way and that. Wait for the best time and quickly grab it out of the slot. If his arms don't touch you, you can keep it. Otherwise, he'll touch you, stop spinning, and his hat will pop up. He then shouts, "Hey, put that back!" When you get caught, you have to put the cookie back.
