From the introduction: The characters arrive at Camp Bravo and undertake a range of surveying and exploration tasks. These lead to the discovery of what appears to be a downed spacecraft but turns out to be a Jump-torpedo with some interesting information aboard. The characters then discover that there are rival groups on Steel whose aims are not compatible with those of the legitimate explorers.
