The War started when the Barbary Nations would board vessels that flew the US flag and take those US citizens as slaves. The U.S. DID at first pay tribute to the King of Tripoli which did make the US a vassal State of the Ottoman Empire (technically speaking). How and if the United States wins is up to you."
