Whoever scores the most economic, military and socio-political points is the winner! First explore 1 of 4 types of territory, then gain income by taxing your populace. Next build factories and buildings to gain resources before training your military. Lastly, deal with rebellions and random events. When all the land is taken, add up your economic, political and military points to see who wins.
