Agent Hugo is a new agent of agency called RISK. On his first day as a secret super agent he confronts evil organisation, SUSPECTRA, who threats to sink whole Aquapolis under water. Battling the SUSPECTRA, Hugo races and pursuits thought the various districts of Aquapolis in dry land as in waterways.
