An agency wristwatch costs quite a bit of money. Some agencies may provide this for free, as part of the initial outfitting of a new agent. Other agencies may require the agent to come up with the funds himself after being successful in missions. After all, fresh recruits often have a high mortality rate and it would be expensive for them to waste such gear on untested rookies.
